Jack Gombach is the Managing Director and Chief Operating Officer for the City of Reading, Pennsylvania, where he oversees a $300 million municipal enterprise and more than 600 employees. Appointed at age 33, he is the youngest person to serve in this role in the city’s history. Working under the leadership of Mayor Eddie Moran, Jack helps advance a clear and disciplined agenda focused on strengthening city operations, restoring confidence in government, and expanding opportunities for residents. Mayor Moran has set a strong and steady direction for Reading, grounded in accountability, investment, and a belief that growth should reach every neighborhood. Jack plays a central role in carrying that vision forward and ensuring it is reflected in the city’s day-to-day work. Together, they have improved financial performance, strengthened service delivery, and created a more competitive environment for investment while maintaining a focus on long term stability and inclusive growth. Jack’s work sits at the intersection of public policy, economic development, and financial inclusion. In Reading, he has focused on building a stronger financial foundation for the city while creating pathways for investment in underserved areas. His team has secured more than $25 million in state and federal funding, improved revenue performance, and accelerated development activity. He is particularly focused on how cities can partner with mission driven capital, including credit unions, CDFIs, and community lenders, to support housing, small business growth, and neighborhood revitalization. Jack serves on the boards of Albright College, Penn State Health St. Joseph Medical Center, and the Berks County Municipal Authority, where he works across sectors to align strategy and drive impact. He is an alumnus of Albright College and remains focused on delivering results that strengthen the communities he serves.
